The U.N. has just released a report on the killings of Hutu civilians in the Democratic Republic of Congo by Rwandan and Ugandan forces. The report says the killings, which occurred between 1993 and 2003, could be considered "crimes of genocide" and recommends the prosecution of those responsible. The DRC was "appalled" by the crimes detailed in the report, and supports prosecution, while Rwanda and Uganda are furious at the accusations. The released report is a toned-down version of an earlier draft that, when leaked earlier this year, so offended Rwandan President Paul Kagame that he threatened to withdraw Rwandan troops from the U.N.-African Union peacekeeping mission in Darfur. Uganda also threatened to pull its troops out of peacekeeping missions in Somalia.
