The White House review of progress in Afghanistan, to be presented Thursday by President Obama, is surprisingly optimistic. It says that U.S. forces are still on target to begin withdrawal in July. Afghans will assume control of security by the end of 2014, according to the report. In a speech Thursday, Obama will stick to his guns, announcing no major changes from the strategy he approved last December, which sent 30,000 more troops to Afghanistan. Nearly 700 foreign troops, including more than 470 Americans, have been killed in Afghanistan this year.
