Kofi Annan, the former secretary-general of the United Nations who is trying to broker peace in Syria, warned of an "all-out civil war" Thursday, pointing the blame on President Bashar al-Assad's troops. Annan told the U.N. Security Council that the international community must hold Syria responsible and that there will be “consequences” for massacring hundreds if not thousands of its civilians. The U.S. and Europe have tried to sanction Syria, but have been held back by China and Russia. “Clearly the time has come to determine what more can be done to secure implementation of the [peace] plan,” Annan said. “We must ... resolve the crisis.”
