Technically, it's still fall, but the first icy touch of Arctic air flowing south was descending on the Rockies and Upper Midwest on Tuesday, and the rest of the Midwest and the East can expect some of the same later in the week, with temperatures forecast as much as 40 degrees below average. The weather service said the frigid air was being pushed in by a powerful storm that hit Alaska with hurricane-force winds over the weekend. Up to 16 inches of snow was forecast Tuesday for parts of northern Wisconsin and up to 2 feet in Michigan's Upper Peninsula by Wednesday.
