Four men were arrested in Northern Ireland on Thursday after authorities discovered a homemade bomb in a car in the city of Londonberry—just one day before U.S. Secretary of State Hillary Clinton was due to arrive. A letter bomb was found in another part of Northern Ireland after a man was seen acting suspiciously near a mailbox.
