Authorities charged U.S. Border Patrol Agent Lonnie Swartz on Wednesday with second-degree murder for the shooting death a 16-year-old boy in 2012. Jose Antonio Elena Rodriguez was shot approximately 10 times from across the U.S. border during an alleged incident in which a group of boys threw rocks at Border Patrol agents. Swartz is also facing a federal civil-rights lawsuit.
