New cables released by WikiLeaks reveal that Western democracies around the world fail to condemn the Castro regime for its poor record on human rights. Visiting dignitaries from Canada, Switzerland, Australia, and the European Union routinely neglected to criticize Havana’s repressive policies or to meet with dissidents. In exchange, the U.S. diplomatic cables say, visitors get “pomp-full dinners and meetings, and for the most pliant, a photo-op with one of the Castro brothers.” American diplomats use a system to grade outcomes of other countries’ official visits to Cuba. “Best-friends-forever,” “keep-it-private,” “we-respectfully-disagree,” and “take-your-visit-and-shove-it.”
