Whether Jared Lee Loughner is mentally ill or not, federal judges in Arizona have determined the only way for the shooting suspect to get a fair trial is to bring in a judge from outside the state. Judge Larry A. Burns, from Southern California, has been appointed to take on the case, after all federal judges in Arizona recused themselves. The recusal order says none of these judges can be impartial since Loughner is accused of killing their colleague, Judge John Roll, in a shooting rampage. Loughner has been charged with trying to assassinate Roll and Arizona Rep. Gabrielle Giffords, as well as fatally shooting a Giffords staffer and wounding two others.
