A bill now moving through the California legislature would remove the legal, two-parent limit, and allow children to be recognized as having three, four, or even more legal guardians. While courts in other states have recognized three legal parents in the past, this measure would enshrine it in legislation for the first time. “This is about putting the welfare of the child above all else,” Mark Leno, the state senator who sponsored the bill, told the Times.
