The Obama proposed an overhaul of its mortgage-relief program on Friday--a tacit admission that the current $75 billion program isn't working. The administration will refinance mortgages into lower payments and also reduce the monthly payments owed by borrowers who are unemployed. The new programs will not require new money but will be paid for from money already set aside for TARP.
