Julian Assange is at it again: The WikiLeaks founder has released a CIA document that asks, “What if foreigners see the United States as an ‘exporter of terrorism’?” While not nearly as explosive as WikiLeaks’ early dump of some 75,000 classified documents about Afghanistan, the CIA document is nonetheless interesting. It frets over the possibility that other countries may come to see the United States as a country that actually produces terrorists—for example, there were five American men who traveled to Pakistan to join the Taliban last year; Pakistani-American David Headley who assisted in the Mumbai attack; American Jews like Baruch Goldstein who have attacked perceived enemies of Israel; and the support of Irish-Americans for the IRA in the past. The report concludes, “If the U.S. were seen as an exporter of terrorism, foreign partners may be less willing to cooperate with the United States on extrajudicial activities, including detention, transfer, and interrogation of suspects in third-party countries.”
