A car bomb exploded in a busy market around noon in Vladikavkaz, the capital of Russia’s restive North Ossetia region, killing 12 people and wounding 20 others. The market has been rocked by bombs several times in the past decade, killing many. In 2004, Chechen terrorists took a city school hostage and killed 330 people, half of them kids.
