The White House and its allies in Europe are working on a new offer to negotiate with Iran over its nuclear program, one that is expected to be tougher than the rejected pact presented to Tehran last year. Officials hope that new, broad sanctions placed on Iran may lead to a change of course. One official told The New York Times that the U.S. and its partners are "very close to having an agreement" to send to Iran. The new deal would force Iran to send 4,400 pounds of low-enriched uranium outside its borders, an amount that exceeds the sum required by last year's deal. Few are optimistic that a new deal with be cut. “We have to convince them that life will get worse, not better, if they don’t begin to move," an official said.
