For some, Cold War feelings die hard: A nuclear treaty that would decrease both U.S. and Russian weapons arsenals is set to fail, after Republican Senator Jon Kyl of Arizona said the Senate should not vote on the measure until next year, when President Obama will need 14 GOP votes. Kyl was the lead Republican on the treaty, sometimes called a new START and a top priority of President Obama and seen as one of his top foreign policy accomplishments. The treaty would reduce the ceiling on strategic warheads from 2,200 to 1,550 for each country, and allow each nation to inspect the other’s arsenal to ensure compliance.
