After two similar packages were sent to Maryland government buildings, a third was found at a D.C. postal facility headed for Homeland Security Director Janet Napolitano. The envelopes, which emitted a flash of flame and smoke when opened, were sent by a citizen angry about highway signs promoting Maryland's terrorism tip line. A note accompanied one of the flaming envelopes: "Report suspicious activity! Total Bull----! You have created a self fulfilling prophecy." Officials believe the sender is a "lone wolf" who acted alone. The third envelope was discovered when it began popping and smoking in a mail facility. It was addressed to Napolitano, who launched a nationwide "see something, say something" campaign, which included recorded messages at D.C. area subway stations and at 230 Walmart stores.
