Illinois Governor Pat Quinn will sign legislation Wednesday outlawing the state’s death penalty. It makes official the moratorium on the death penalty that then-Governor George Ryan instated 11 years ago, after a Chicago Tribune investigation revealed serious problems with several of the state’s 300 capital cases. New York, New Jersey, and New Mexico have all done away with the death penalty in the last three years. There are currently 15 prisoners on death row in Illinois; their fate is unknown.
