A Washington lobby group that contributed to U.S. political candidates was secretly funded—at least $4 million—by Pakistani intelligence agencies, federal agents said Tuesday. The leaders then improperly lobbied U.S. officials over the disputed territory of Kashmir. Syed Ghulam Nabi Fai, a Pakistani-American man who had been the director of the Kashmiri American Council is in federal custody, an a second man accused of steering money in the organization is believed to be in Pakistan, the Justice Department said. The goal of the operation was to influence U.S. policy to Pakistan’s favor on Kashmir, officials said. One Congressman who received $4,000 from the group has donated the money to charity and another said he would consider a similar move.
