The Appeals Court for the 11th Circuit in Atlanta, Georgia, ruled Friday that President Obama’s health-care law is unconstitutional. The three-judge panel said that Congress exceeded its authority by making it mandatory for Americans to buy health coverage. It also ruled that the rest of the bill could remain in effect, but the legality of the requirement is expected to be decided by the U.S. Supreme Court. Twenty-six states had sued to block the law and its mandate provision. One appeals court and three federal judges have upheld the law so far, versus two judges who have struck it down.
