President Obama frustrated some gay-rights activists Thursday when he declined to sign an executive order to make it illegal for federal contractors to discriminate based on sexual orientation. Press Secretary Jay Carney insisted that the president "is committed to securing equal rights" for gays and lesbians and is pushing an Employment Non-Discrimination Act, which, he explained, would offer broader protection than the contractors' order. "The approach we're taking at this time is to try build support for passage of this legislation, a comprehensive approach to legislate on the issue of nondiscrimination," Carney said.
