In a major step forward for immigration reform, labor and business leaders reached a deal on a new guest-worker visa program for low-skilled immigrants, sources close to the talks said Saturday. The new deal opens the doors for sweeping immigration reform come the second week of April when the Senate reconvenes. According to a source close to the negotiations, the decision was confirmed in a phone call from Sen. Charles Schumer (D-NY), one of eight senators working on the immigration overhaul, to White House Chief of Staff Denis McDonough.
