When President Obama decided to seek congressional approval for a strike on Syria, he may not have thought it would be this hard to convince lawmakers to go along with his plan. But so far, a recalcitrant Congress seems unwilling to back the president. A USA TODAY survey has found that 28 Democrats oppose the idea of bombing Syria while another 28 support it. Sixteen Republicans are behind Obama, while 121 said they won't vote for a resolution. Most legislators, however, remain undecided.
