France has proposed a United Nations resolution calling on Syria to transfer all chemical weapons to international control and accept that they will be dismantled. French foreign minister Laurent Fabius said Tuesday that there will be “extremely serious” consequences if Syria does not comply with the resolution, which includes a full inspection of its arsenal. China, meanwhile, threw its support behind Russia’s Hail Mary plan of asking Syria to hand over all chemical weapons, a proposal that President Obama tentatively supports. In an interview Monday, Obama called the Russian proposal a possible “breakthrough.” It could help him save face with the American public, which polls have shown are overwhelmingly not in favor of a Syrian attack.
