This past March, a report by consulting firm McKinsey & Company requested by the Department of Health and Human Services reported that the enactment of the health-care law was troubled because of “significant dependency on external parties/contractors,” and “insufficient time and scope of end-to-end testing.” As many frustrated Americans now know, the predictions by McKinsey were on the mark. “The administration was on track—on track for a disaster—and yet officials refused to be transparent with the Congress and the American people,” said Representative Fred Upton, the Republican chairman of the committee which made public the report.
