The police officer who killed 12-year-old Tamir Rice in Cleveland failed the written test for the Cuyahoga County Sheriff's Department. Timothy Loehmann scored a 46 percent on the written cognitive exam in September 2013. Seventy percent is considered a passing grade. The exam tested problem-solving, spelling, vocabulary, and grammar skills. Loehmann did pass the physical component of the department’s exam. He had been unsuccessful in getting hired for police positions in Akron, Euclid and Parma Heights in Ohio, before he was accepted for a job in Cleveland. He was serving on the city's police force when he shot Rice dead on November 22 when the adolescent was reportedly waving a toy gun. The sheriff's office is investigating the shooting.
