President Obama on Tuesday will order new rules for the National Security Agency that require analysts to delete data they may “incidentially collect on Americans that has no intelligence purpose,” in the words of The New York Times (our emphasis added). The NSA would have to do the same to data on foreigners within five years. There is no word on what constitutes an “intelligence purpose,” but if history is any guide, the intelligence community will interpret “intelligence purpose” as broadly as possible.
