The 92-point checklist that TSA agents use to single out suspected terrorists has actually been used mostly to identify illegal immigrants, according to documents obtained by The Intercept. In 2007, during a five-week period after the Screen of Passengers by Observation Techniques (SPOT) was launched, only 4 percent of passengers who singled out were arrested. And 90 percent of those arrests were for being in the United States illegally. In interviews with current and former agents and government officials, all of them confirmed that the program appeared “to target undocumented immigrants and drug smugglers.”
