Guam rejected a marriage license for the first same-sex couple to apply in the U.S. territory on Wednesday. Loretta Pangelinan and Kathleen Aguero were not allowed to file a license with a Department of Public Health and Social Services clerk. Department director James Gillan said a marriage license is only legal for a couple of the opposite sex under Guam law. However, the U.S. District Court of Guam is under the 9th U.S. Circuit Court of Appeals, which has ruled in favor of gay marriage. A lawyer for the couple said they intend to appeal in federal court.
