Los Angeles City Council voted Tuesday to raise the city’s minimum wage to $15 per hour by July 1, 2020, a change that is expected to affect as many as 800,000 workers. The vote came through at 14-1, making Los Angeles the biggest U.S. city so far to adopt a major minimum-wage increase. Critics say small businesses will suffer most from the change and may be forced to lay off employees or move.
