Rwanda is looking for answers as to why its intelligence chief Karenzi Karake, who is wanted in Spain for war crimes, was arrested in London, a minister said on Tuesday. Authorities arrested 54-year-old Karake at London Heathrow Airport on Saturday and he was remanded in custody until Thursday, police said. Justice Minister Johnston Busingye said the African nation was seeking explanation from the U.K. as Karake has reportedly traveled to the country several times since he and other military leaders were indicted by a Spanish judge in 2008. Karake is accused of ordering reprisal killings after the country's 1994 genocide as well as ordering the killing of three Spanish nationals. Rwanda's ambassador in the U.K., Williams Nkurunziza, called the arrest "an insult."
