President Obama and Secretary of State John Kerry are expected to announce Wednesday an agreement between the U.S. and Cuba to reopen embassies in Havana and Washington, according to a senior administration official. The two countries have been negotiating terms to re-open embassies since they agreed to normalize relations in December.
