An explosive report in the Topeka Capital-Journal zeroes in on Kansas Gov. Sam Brownback’s brother, Jim, and the rural neighbors who say he has terrorized them for years with virtual impunity. Court records, law enforcement reports and other documents describe Brownback engaging in everything from drive-by shootings to theft, while simply referencing “a God-given bond with people sharing his surname—individuals with the capacity to cool law-enforcement heat as effectively as water douses flames,” reporter Tim Carpenter writes. “He thinks he’s invincible,” a neighbor said. “He’s titillated by harassing us. He finds it funny.” Other neighbors called his bullying tactics "neighborhood terrorism."
