A Virginia police officer shot and killed 18-year-old William Chapman while he was several feet away with his hands cuffed behind his back, according to autopsy results obtained by The Guardian. Officer Stephen Rankin tried to arrest Chapman in April on suspicion of robbing a Wal-Mart. Witnesses said the two got into a physical confrontation and Chapman rushed toward Rankin, who then opened fire. Gunshot wounds examined in the autopsy indicate that shots were not fired from close range, as had been alleged. The autopsy also indicated that Chapman’s hands were handcuffed behind him. Rankin may face prosecution.
