A federal appeals court ruled last Thursday that individuals in the country without legal permission have a constitutional right to carry guns, but are not allowed to possess them. Mariano Meza-Rodriguez was deported after being found with a bullet in his pocket in 2013. After an appeal from his lawyer, the court ruled that the Second Amendment applies to people here without actual legal permission.
