The Environmental Protection Agency said it will add on-road testing of diesel vehicles to avoid being duped by auto makers like Volkswagen. Currently, the EPA only tests a sample of vehicles inside laboratories using dynamometers. VW software could detect when cars were on dynamometers and then downplayed emissions. About 500,000 U.S. cars are reported to have the emissions-cheating software, which accounts for less than 1 percent of vehicles on U.S. roads.
