Texas Gov. Gregg Abbott announced Friday that he will call for a Convention of States to pass nine proposed amendments to the U.S. Constitution. Article V of the Constitution allows states to pass amendments via two-thirds of the states’ legislatures. Among Abbott’s proposed new amendments are a balanced budget requirement, a restriction on federal ability to regulate activity that takes place wholly within one state, and allowing two-thirds majority of states to overrule federal laws or regulations.
