Despite an early jump in murders and shootings in the new year, the Chicago Police Department’s investigative stops are down 80 percent and fewer guns are being confiscated, DNA Info reports. Since Jan. 1, there have been 72 more shootings—a 218 percent increase—and 10 more murders than there were in the same time period during 2015. Mayor Rahm Emanuel said in 2015 that officers had become “fetal” over fear that they would end up in newspapers or charged with a crime.
