Chicago Mayor Rahm Emmanuel announced on Sunday a former deputy superintendent will return to the Chicago Police Department as a senior adviser on civil rights reform. Charles H. Ramsey, who left the city to lead police departments in Washington and Philadelphia, will focus on helping the department regain public trust in the wake of outrage over a video showing a white officer fatally shooting a black teen. Protesters have called for Emmanuel to resign over the release of footage showing Officer Jason Van Dyke fatally shooting Laquan McDonald. Ramsey, a 65-year-old African-American from Chicago's South Side, left the city in 1998 to head up Washington's police department. He retired this month as Philadelphia's police commissioner.
