Texas officials said significant widespread flooding overnight was causing a “life-threatening situation” in Houston. More than 74 high-water rescues were required after the area received at least 16 inches of rain Sunday night and early Monday morning. The flash floods caused creeks and bayous to spill onto roadways, and the Houston Independent School District closed campuses and offices Monday. The metro service was also halted. Rain was expected to continue Monday afternoon and even Tuesday.
