Four people are dead and 20,000 people have been rescued so far after massive, record flooding in Louisiana over the weekend. The southeastern part of the state was inundated by as many as 25 inches of rain, forcing more than 10,000 people into shelters, Gov. John Bel Edwards said. According to forecasts, weather conditions should improve in the coming days. “We are not in control as far as how fast these floodwaters will recede, and in fact they are still going up in some places,” Edwards said. “We are asking everyone to be patient.” President Obama declared a federal state of emergency and agreed to send assistance to the state.
