Officials say the Baltimore man who was driving an empty school bus on November 1 when he crashed into a transit bus, killing six people, was speeding at the time of the collision. Glenn Chappell, 67, had a history of seizures and previous crashes, according to a report released Wednesday by the National Transportation Safety Board. Chappell was allegedly driving twice the speed limit—57 miles per hour on a 30-mph road—when he struck a Ford Mustang and then a transit bus. Chappell was treated for seizure-like symptoms just a week before the crash, and he had been involved in at least 12 crashes in the last five years alone.
