New York Gov. Andrew Cuomo has announced a proposal to offer free tuition at state schools for eligible students. Students at state and city universities in New York, including at two-year colleges, will be covered by the plan as long as they or their family earns no more than $125,000 per year. The Excelsior Scholarship proposal was announced on Tuesday at LaGuardia Community College in Queens. Vermont senator and former Democratic presidential candidate Bernie Sanders, who campaigned in favor of such a plan in order to lessen student debt, was also at the event. Cuomo's proposal would require legislative approval and hinges on a three-year rollout starting this fall.
