Add Africa to the list of places Dick Cheney can’t visit: Nigeria is charging the former vice president with bribery. The country alleges that Halliburton, which Cheney led from 1995 until 2000, and other companies paid $180 million in bribes to win $6 billion in natural-gas contracts. The country has already arrested at least 23 officials from companies including Halliburton. Previously, Halliburton and its former unit KBR paid a $579 million penalty for bribery payments from 1994 to 2004.
