In Cambodia for the annual conference of the Association of Southeast Asian Nations, Hillary Clinton urged China Thursday to instill a code of conduct to prevent or resolve disputes over the South China Sea. China now has claim over almost the resource-rich body of water, even creating a brand new city to control it. Several of China's neighbors are concerned about the giant country's claims over the sea, which is the site of a third of the world's shipping traffic, is rich with fish and potentially oil and gas as well, sparking frustration from countries like the Philippines and Vietnam. "The United States has no territorial claims there and we do not take sides in disputes about territorial or maritime boundaries," said Clinton to a group of foreign ministers. "But we do have an interest in freedom of navigation, the maintenance of peace and stability, respect for international law and unimpeded lawful commerce in the South China Sea."
