Doctors Without Borders has accused the Congolese Army of attacking their team and Rwandan refugees on October 17, as doctors administered measles shots to civilians. The attacks were centered around seven vaccination sites in the Congo, a region concentrated with Hutu refugees. "We were used as bait," said a spokesperson from the medical charity, expressing concern that civilians would no longer trust the organization. Some doctors were caught in the crossfire, and teams were immediately evacuated for their own safety. The mostly Hutu refugees are remainders of the militias who led the 1994 genocide against Tutsis in nearby Rwanda. They were driven out of Rwanda by Tutsi forces, and are now being hunted down by both the Tutsi forces and the Congolese government. The Congolese Army has denied the attacks.
