Time is of the essence in Congress this week, where a $858-billion tax plan has passed the Senate and legislation to repeal Don't Ask, Don't Tell has passed the House. If the House approves the tax bill on Thursday, there could be time for the Senate to take up the DADT question plus approval of the arms reduction treaty with Russia. But if the House balks, or tries to amend the tax-cut bill, the Senate is likely to halt any other legislation. At the moment, House Democrats oppose the tax plan, which includes continuing George W. Bush's tax cuts for Americans families earning more than $250,000.
