The Texas trooper who arrested Sandra Bland has been placed on desk duty pending an internal investigation into her death by apparent suicide. The Texas Department of Public Safety said Friday that the arresting officer is Brian Encinia. The department said there were "violations" of traffic stop procedures made during Bland's arrest. Dashcam video of the incident will be released Monday, but a motorist recorded part of the arrest on Sunday.
The Texas agency regulating all jails in the state found the Waller County lockup where Bland was put was non-complaint in two areas: staff training and observation of inmates.
"Inmates are required to be observed at least once every 60 minutes and the Waller County Jail did not perform that observation as required," said Brandon Wood, the executive director of the Texas Commission on Jail Standards. Bland was given a standard mental health screening when she was processed and Wood said there were "possible indicators" that she was suicidal. The commission's full report will be released in several days.
