As President Obama prepares the country for his plan to combat ISIS, he is still haunted by the U.S. missions that failed to rescue American journalists James Foley and Steven Sotloff. “We just missed them,” he told a group of visitors who met with him before his speech outlining his ISIS strategy. He said he is still “haunted” by the lethal failure, especially since there are two other Americans being held by ISIS. Still, he was assured of his decision not to negotiate with the captors. During the same visit, he criticized the French for paying ransom to terrorists and claimed Americans are kidnapped at lower rates because the U.S. does not.
