The Federal Communications Commission passed the Internet’s first-ever access regulations Tuesday, designed, commissioners said, to promise equal access to all legal Web content for home Internet users. The FCC’s two Republican members voted against the rules, while the three Democrats on the commission voted for them. Republicans have promised both legislative and legal challenges to the new rules. Groups who have long pushed for net neutrality rules have promised to challenge the new regulations as well, arguing they are full of loopholes and don’t go far enough. It is far from clear that the FCC’s new net neutrality legislation will survive challenges in court.
