John Shaw, the Ferguson, Missouri, city manager who oversaw what the Justice Department likened to a “collection agency,” resigned Tuesday night. The surprise announcement came at a city council meeting, where members voted 7-0 to approve a “mutual separation agreement.” As manager, Shaw told the chief of police in a 2010 email that “unless ticket writing ramps up significantly before the end of the year, it will be hard to significantly raise collections next year.” Mayor James Knowles said “we appreciate John’s service and commitment to the City of Ferguson for the past eight years.”
