Florida declared states of emergency Monday after Hurricane Irma was upgraded to a Category 4 storm, The Hill reported. Florida Gov. Rick Scott issued the order after recent forecasts show the storm reaching parts of south Florida. Puerto Rico Governor Ricardo Rosselló also declared a state of emergency Monday after Hurricane Irma was initially upgraded to a Category 3 storm. The storm is forecast to hit the island Wednesday night. With winds reaching 130 miles per hour, according to the National Hurricane Center, Hurricane Irma could be the second major storm this year to hit the East Coast.
